This memorandum was the second memo regarding interrogation rules and procedures; penned reportedly after Central Command disallowed some interrogation procedures from the earlier memo. Approved interrogation techniques listed in the second memo included segregation of detainees and deliberately trying to firighten them. Sanchez instructed interrogators to "completely control the interrogation environment," including the detainee's food, clothing and shelter, and to work in "close ooperation with detaining units." Listed safeguard to protect detainees included allowing adequate sleep, food and water and muzzling any military working dogs.
