Chapter 1: Economic Freedom of the World in 2013 The authors of the report, James Gwartney, Robert Lawson, and Joshua Hall, pro- vide an overview of the report and discuss why economic freedom is important. [...] Likely culprits are increased use of eminent domain to transfer property to powerful political interests, the ramifications of the wars on terrorism and drugs, and the violation of the property rights of bondhold- ers in the auto-bailout case. [...] Approximately 60 scholars assisted with the development of the index, and dozens of others have contributed following the 1996 publication of the Economic Freedom of the World: 1975-1995 and the establishment of the Economic Freedom Network (Gwartney, Lawson, and Block, 1996). [...] The Economic Freedom of the World index for 2013 Accurate measurement of economic freedom has always been the sole objective of the Economic Freedom of the World project. [...] In order to earn high marks in the component rating regulation of the labor market, a country must allow market forces to determine wages and establish the conditions of hiring and firing, and refrain from the use of conscription.
