A new Paid Parental Leave (PPL) scheme was introduced into Australia on the 1st January 2011, which provides up to 18 weeks of Parental Leave Pay (PLP), paid at the National Minimum Wage, following the birth or adoption of a child in eligible families. It was was augmented from 2013 by the introduction of Dad and Partner Pay (DAPP). An evaluation of the scheme was commissioned to assess its implementation, effectiveness, and outcomes. This report presents the final findings of the evaluation, and represents Phase 4 of the project. Part A of the report reviews the schemes and the evaluation methodology. Part B reviews the impact of the PPL scheme on labour force participation and supply, mothers' health, breastfeeding rates and duration, infant health, household division of labour, and workplace gender equity. Part C presents an evaluation of DAPP, including uptake and leave taken, factors affecting uptake, father involvement in housework and child care, paternal bonding, and employer responses and knowledge regarding the payment. The overall conclusions are presented in Part D.
