The author examines the impact that rapid modernization has had on Frontal Aviation employment. The report includes Soviet views on basic principles of organization, command and control, and the manner of executing the four basic missions: air defense cover, aerial reconnaissance, air escort, and ground support. The author concludes that the process of rapid modernization has created certain employment problems, particularly in air-ground coordination and airspace management. Frontal Aviation is still seeking to resolve these problems--attempting to match personnel capabilities to those of the equipment.
